
Albania opens its doors to International Students
Albania takes its first step toward becoming an educational destination for international students. The Council of Ministers’ decision dated May 21, 2025, to ease entry and residence procedures for foreign students in Albania marks one of the most significant strategic steps taken by the Albanian state toward the internationalization of higher education.
Albanian universities, led by private institutions in targeting international students, aim to strongly compete with other educational destinations in the Balkans by creating a more welcoming environment for young people coming from abroad to study.
What are the novelties of this decision?
- Through the approved amendments to Decision No. 858/2021, the Albanian government now recognizes alternative sources of income for the stay of international students in the country. In addition to bank deposits, work contracts, scholarships, or grants are now accepted, with a minimum annual value of 300,000 ALL (approximately $3,000).
- Furthermore, Albanian universities are now authorized to issue accommodation certifications themselves—a step that shortens bureaucratic procedures for foreigners and makes the visa application process more straightforward.
- According to the new decision, which simplifies the procedures for the arrival and residence of foreign students, higher education institutions are obligated to report every six months on the academic attendance of international students and to immediately notify migration authorities in cases of non-attendance, withdrawal, or other violations.
This means that universities are offered more autonomy in managing their relationship with international students, as long as this is done responsibly and in accordance with the law. Thus, Albania could become a regional magnet for youth from the Balkans, Southeastern Europe, North Africa, the Middle East, Asia, and the diaspora.
Prof. Dr. Ethem Ruka, Chairman of the Board of the “Gjon Durrahium” University League, commented on the decision:
“The future of Albania as an educational destination will not be determined by one government decision, but by how this policy is translated into real impact, especially by us, the private universities who have strongly advocated for this major change in support of the development of higher education in Albania. Now it is our turn to offer more: curricula in English, top-tier lecturers, well-managed campuses, credible diplomas, and a worthy experience for international students.”
In line with these developments, Tirana Business University College will offer three Master programs in English for the 2025–2026 academic year:
- Master for Executives in Business Administration
- Master in Tourism & Hospitality Management
- Master in Data Science & Cybersecurity
The curricula prepared for these programs are designed to align with the best contemporary practices and updated literature. Learning is conducted through interactive engagement, preparing students for the challenges of a global market and facilitating employment in top companies in Albania, the region, and beyond. The first expressions of interest have already begun, and TBU has created an environment where both Albanian and international students will share classrooms starting October 2025, building friendships and long-term networks. The government’s move shows a political will to position Albanian higher education in a new geopolitical and economic dimension not only as academic training but also as a tool for development and cultural diplomacy.
